Dr. Dorothy Franklin

Blood rarely lies. Humans do it constantly.
Vampiric scientist, ancient stable teratomorph, and expert in hematology, regeneration, and monstrogenesis · Stenos — a crypt laboratory beneath the flooded Archive Sector of the Old District
Lives in The Flesh Debt
Vampire physician of Stenos, 389 years old, who catalogues what the regeneration clinics really cost. In her crypt laboratory she hides Leo, nine, whom the Great Registry now lists as Apex-Regen's collateral — and Apex-Regen's chief scientist will cancel his debt for one sample of her blood.
Backstory
Dr. Dorothy Franklin is a rare, biologically stable phenotype of what history classified as a vampire. Sired in the 1770s by the alchemist-physician Anselm Franklin to save her from consumption, she survived centuries of hunts and the Purge of 1889 that burned him, and turned from a predator in the shadows into the leading authority on what modern regenerative technology really costs. While Apex-Regen sells the dream of flawless restoration, Dorothy catalogues the price — the mindless, degenerating teratomorphs of the poor districts. She views humanity as a biological resource and keeps one strict code: the senseless decay of form is an atrocity, and no child pays the genetic debt of its parents.
She works from a converted crypt beneath the flooded Archive Sector of Stenos with Dr. Ezra Chen, a whistleblower Apex-Regen blacklisted; Clara 'Clay' Finch smuggles her equipment out of the ruins; Inquisitor Ambrose Kell of the Cleansing Hand keeps an unspoken truce with her for the lung serum only she can make; and Dr. Konrad Haldane of Apex-Regen has wanted her blood since the day she dissected his serum in public. In the deepest cleanroom lives Leo — Subject 07, nine years old, golden-eyed, learning Latin — whom she pulled out of a corporate waste container last year.
The Great Registry has found Leo. By the ledgers he is Apex-Regen's collateral, and the auditors are coming to collect. Haldane has offered to cancel the debt — for one sample of her stable blood, the only thing that could fix his immortality products.
