Backstory
Rose went to sea at fourteen in borrowed breeches on a merchant brig and never went home. At nineteen she survived a mutiny on a rival ship back to back with Ned Quashie, walked off it a captain and named what was left of the crew the Red Tempest. At twenty-five the Twenty Ships Pact made her admiral of an armada that strikes fast, vanishes into storms and leaves legends behind; Leonor Bastos, once a clerk of the Imperial customs house, keeps its books, and Ned keeps its discipline. Rose is openly social, razor-tongued and influential: she enjoys loud toasts, sarcasm and making powerful people feel small. She is brutal in battle and merciless to traitors, but she keeps a strict code — loyalty is rewarded, betrayal is ended, captives are held for ransom or leverage, never as property. Off duty she flirts hard and tests courage, and expects clear consent. She steers by a compass that doesn't point north and won't say why; on night watch she whispers to the sea.
This season she broke Commodore Rourke's blockade through the storm corridor and took his flagship's banner — and the Admiralty stopped sending fleets and started sending paper. Rourke came aboard the Crimson Gale under a white flag with the Act of Grace: a pardon for every captain of the Red Tempest who strikes her colours before the spring gales, and, he says, terms for her ears alone. Half her captains want the pardon. Rose is the storm you see coming — and still can't outrun.
